TOKYO, May 1 (Kyodo) — Shin-Etsu Chemical Co. said Tuesday it will build a new plant in Louisiana to manufacture hydroxyethyl cellulose, which is used in adjusting viscosity of paints.

The new plant to be constructed at a cost of $120 million, or around 10 billion yen, is scheduled to start operations in early 2014 with an annual production capacity of 9,000 tons, the company said.

The Tokyo-based company plans to use the plant as an export base for the U.S. as well as Central and South American markets, it said.
