ATLANTA (AP) -- Environmental groups are urging the U.S. Environmental Protection Agency to limit the emission of greenhouse gases from power plants and oil refineries.

Regulators planned a public discussion Tuesday in Atlanta before the agency proposes its standards for reducing greenhouse emissions from industrial sources later this year.

The meeting is the second of five sessions that the EPA is holding around the country. The EPA says emissions from power plants and oil refineries constitute about 40 percent of greenhouse gas emissions in the country.

President Barack Obama's administration has turned to regulation as a way of curbing emissions blamed for global warming. Legislation putting a limit on greenhouse gas emissions stalled last year. Congressional Republicans have backed bills that would block the EPA from regulating greenhouse gases.
